HELP Initiative programs are aimed at unifying and strengthening low-income communities throughout Delaware. Our programs focus on improving community lighting and safety initiatives; healthier homes; and employment opportunities. Learn about them here.

Lights-ON
Delaware Strong

This ongoing residential lighting initiative offers free LED front porch lighting and motion-activated solar backyard lighting to interested individuals. It not only lowers home energy bills but also helps make communities safer by illuminating areas of criminal activity that used to thrive under cover of darkness.

Delaware Strong

Homes in lower-income communities often have structural or environmental dangers that place occupants at risk for fire, surface damage, illness, disease, falls and injury. This free home-assessment program helps people recognize and prioritize in-home hazards, using HUD-developed inspection protocols.

Delaware Strong

Delaware youth in underserved communities typically have few job prospects. Jobs-ON is a program that prepares qualified individuals for skills training and job possibilities in the field of green energy.

Windows-ON offers low-cost, energy-efficient window inserts to low-income households, reducing utility bills and improving home comfort.

Food-ON
Children Strong

Food-ON aims to improve community relations and address food insecurity by connecting food banks with law enforcement to distribute healthy food kits during domestic 911 calls.

HELP Initiative has collaborated with the Food Bank of Delaware, the Delaware State Police, and other law enforcement agencies in the state to establish a Food-ON Program. HELP has an agreement with the Food Bank to provide nonperishable food kits which HELP places in “Go-Bags.” Police departments have indicated that invariably when responding to domestic disputes, officers encounter children in homes who have not eaten and are hungry. The GO-Bags will be distributed to police statewide. When the police officers respond to domestic disputes, they will distribute the food to children as needed.
